You don't need to know exactly who you want although that certainly will speed things up. We have cast enough celebrities to know who to suggest and we're certainly OK with approaching anyone. Worst that can happen is they say no.
Most likely, before we approach anyone, we'll need to get an idea of the budget we have to work with but don't be shy about learning they'll do a project for lower than what you 'think' they may require.
